Dr. Ishrat Husain is a leading economist, who has played many important roles both in policy and academia.
Today we discuss a subject on which he has been very passionate—civil service reform. He led the National Commission on Government Reform in Musharraf’s time and has recently written a book called “Governing the Ungovernable”.
He has important ideas on institutions, governance and civil service reform. In the coming days the new government might even use his ideas to implement their much-awaited reform.

Dr. Ishrat pointed that he formed a subsidiary (cooperation) in SBP for lower cadre employees on high compensation packages and it worked. I want to mention that ZTBL has done the same and formed kisan support services limited for doing the same, but it was only used by the executives and politicians to employee people of their choice. Second thing was ZTBL introduced new service regulation for officers, some opted for it and other did not. Now the organization have two service structures, one with the pension benefits and seniority base promotions and other with no pension benefits and competetion based promotions. ZTBL had an implementation failure. I think just copying the policy of one institution cannot work for the other if the head and the members of the board have no conviction for its implementation, rather they start using it for their own benefits.

If IK doesn't use the services of Dr Ishrat Hussain he will be doing a great disservice to Pakistan.
